We have a "visiting" referee today to cover some preliminary hearings in the regular referees absence and it occurred to me that we are unable to create an order with her name on it because she is not/has not been invited to join the portal.  Is there some way around this issue?  We often have visiting judges as well (who are retired).

I would say for now, email Tony Benjamin (Ottawa County's IT Department) and have him add the user as a Referee. He can disable the user later this week and Ottawa County would not be charged for it. For the future, we will add this issue to the agenda for the next Enhancements meeting. We need to come up with a way to handle "visiting" referees.
